Paul has over 40 years of experience in commercial litigation and business transactions. His litigation experience includes antitrust, business tort, contract, dealership, franchise, and intellectual property disputes before federal and state courts, administrative agencies, and arbitration panels throughout the United States.
Paul is one of the country’s leading authorities on automotive distribution and franchise issues and has written and spoken on many occasions to dealer and attorney groups on these issues. He has authored several amicus curiae briefs to the United States Supreme Court and other federal courts for the National Automobile Dealers Association and has served on panels for the American Bar Association’s Antitrust Section and before the Federal Trade Commission regarding automotive distribution issues.
Paul currently chairs the Boardman & Clark LLP Dealership Practice Group and is also a member of the firm’s Business, Litigation, and Emerging Companies Practice Groups.

Manufacturers have been urging dealers to enter into data sharing agreements permitting third-party vendors to share the dealer’s customer data directly with the manufacturer itself. These data sharing agreements raise legal concerns when compared to the obligations dealers have under the Gramm-Leach-Bliley Act to protect nonpublic personal information of customers. This article outlines key provisions of the Act and strategies dealers can use to protect themselves and customers from unlawful disclosure.
