Richard provides legal services to a wide range of municipalities and local governments in Wisconsin, Illinois, Minnesota, and throughout the upper Midwest. His primary focus is energy law, but his practice extends to all areas of municipal utility service, including water, wastewater, broadband and telecommunications, as well as municipal finance. Richard advises clients on utility asset transfers, power supply and power purchase agreements, renewable energy project development, construction agreements, intergovernmental agreements, sustainability (“green”) practices, brownfield redevelopment and regulatory compliance. Richard serves as general counsel for four municipal electric joint action agencies and two intergovernmental commissions.

In the area of municipal finance, Richard has served as Issuer’s Counsel on publicly traded utility revenue bond issuances. He also has significant experience on the lender side and regularly advises the Wisconsin Bankers Association on both general obligation and revenue loans to local governments. Richard is listed in the Bond Buyer’s Municipal Marketplace (“Redbook”).

Richard has appeared frequently before the Public Service Commission of Wisconsin and the Federal Energy Regulatory Commission, and is licensed in Wisconsin, Minnesota, and Illinois. Richard has served as chair of Boardman & Clark’s Executive Committee since 2014.

  • Assisted City of Rochelle to obtain federal regulatory approval to become a transmission owner in a regional transmission organization
  • Negotiated wind and solar power purchase agreements on behalf of Great Lakes Utilities, the Upper Midwest Municipal Energy Group, and Central Minnesota Municipal Power Agency
  • Negotiated Solar Service Agreement for Darlington School District
  • Represented City of Marshfield in successful application for PSCW certificate of authority to construct a 55 MW combustion turbine
